UNBS develops Standards for Motor Vehicle Inspection

Kampala, 3rd, August, 2017 – In an effort to promote standards and good practices in inspection of second hand motor vehicles for road worthiness, the Uganda National Bureau of Standards (UNBS) has reviewed and updated a standard on motor vehicle inspection.

The Standard was developed by the technical committee on Transport and Communications (UNBS/TC 8) and it specifies safety related performance characteristics of used motor vehicles and their inspection and testing for roadworthiness.

The Standard (US845) is available on the UNBS website for public review and comments until 5th, September, 2017; after which the technical committee will review comments from the public including industry stakeholders before recommending the standard for approval and declaration as a National Standards by the National Standards Council.

The UNBS Executive Director, Dr. Ben Manyindo said, “The standard was reviewed in response to the growing demand for standard procedures in the inspection of used motor vehicles”.

The UNBS requires that second had vehicles are inspected for conformity to Uganda Standards before being exported from the country of origin in what is known as Pre-Export Verification of Conformity (PVoC). As such, cars are issued with a certificate of roadworthiness to allow them in the country during importation. However, the certificate is valid for a period of one year, thereby requiring routine inspection for road worthiness on annual basis. 

“The standards provide guidelines to streamline process and procedures used in inspection of motor vehicles. Motor vehicle inspectors, garages, and mechanics will find the standards useful for carrying out routine check and inspections of second hand motor vehicles,” Dr. Manyindo said. 

Last financial year, the UNBS developed 357 standards which were approved by the National Standards Council as Uganda Standards.

“UNBS manages the processes of standard development and enforcement to ensure consumer protection and to encourage fair trade,” he said.
